Old galvanized still turns up in the pre-war parts of the city, and where somebody spliced copper onto it decades ago the two metals corrode each other at the joint. Those give out slowly and quietly, which is exactly the second pattern. A heat cable is a reasonable stopgap on a run that cannot be moved, but it is a device with a plug on it, and the coldest night of the year is when people discover the circuit was switched off in October. Treat it as a backup to the air sealing, not a replacement for it.
